Youth protests resumed on Thursday in fifteen cities in Morocco with the publication for the first time of a detailed document with its main social demands.
The demonstrations, called in cities such as Rabat, Casablanca, Tangier and Tetouan, took place peacefully, with the participation of dozens of young people who chanted slogans in favor of reforms in the health, education and employment sectors.
Through a statement, the movement GENZ212, which leads these protests and was created on September 18 through social networks, released an eleven-page document titled ‘Document of demands of Moroccan youth: for the activation of the constitutional pact’, in which it detailed its main demands.
The text, approved by 87% of the 3,383 voters on the Discord platform, where the movement was born, proposes closing the “great gap” between constitutional promises and the country’s social reality.
In the text, the signatories reaffirm their adherence to the fundamental pillars of the Moroccan State: Islam, national unity, the monarchy and the democratic path, in accordance with the first article of the 2011 Constitution.
However, The document recalls the obligations of the State to guarantee services modern healthcare, quality education and decent employment for young people, while underlining the growing distrust between youth and public institutions.
In the area of healthmovement requires a rdeep form of the public systemwhich includes improvements in hospital infrastructure, medical personnel and treatment costs.
Among the proposals stands out the increased coverage of mandatory health benefits from the current 50% to 75% of the cost of treatment.
At the moment, Morocco has 15,600 doctors in the public sector for a population of 37 million of inhabitants, which represents 0.42 doctors per thousand inhabitantsa figure well below the world average, which stands at 1.72.
A 21st century education
Regarding education, the document calls for a comprehensive review of teaching contents, with emphasis on the development of critical thinking, digital skills, civic education and training adapted to 21st century skills.
According to the World Economic Forum, Morocco ranks 101st in educational quality globally and ninth in the North Africa and Middle East region. For its part, the Global Knowledge Index places the country in position 98 out of 141.
Regarding the employmentthe document proposes reorient the economy towards high value-added sectorssuch as technologies, the green economy and advanced industries, through tax incentives and protection of emerging companies from bureaucracy.
The 2024 census indicates that the young segment between 15 and 30 years old represents a quarter of the total Moroccan population, which is around 37 million, while Youth unemployment rate (15-24 years old) reached 47% in the second quarter 2025, according to statistics from the Central Bank.
In addition, GENZ212 demands a determined fight against corruptionwhich includes the strengthening of control bodies, guarantee of judicial independence, transparency in public procurement, criminalization of illicit enrichment and effective accountability mechanisms for public officials.
