Between January and September 2025, 6,187 tenders were held for public works contracts, totaling a value of 8,624 million euros, according to the barometer released this Monday, 27th, by the Association of Civil Construction and Public Works Industries (AICCOPN).
Compared to the same period in 2024, these numbers represent increases of 66% in terms of quantity and 33% in value, indicating a strong acceleration in public investment.
Until September 2025, public works contracts concluded through public tenders totaled 5,345 million euros. This growth is mainly driven by the Porto–Oiã High Speed Line contract, which had a value of 1,661 million euros.
Furthermore, contracts awarded by direct award or prior consultation also showed positive growth, although more moderate, with an increase of 8% compared to the previous year.
In total, the value of public works contracts with contracts concluded and registered on the Base Portal by the end of September 2025 reached 6,230 million euros, a significant increase compared to the 3,218 million euros in the same period last year.
