O The overall value of requests for restoration of financial balance (REF) presented and requests made in ongoing litigation, submitted by road concessionaires and sub-concessionaires, amounts to 1243.8 million euros, which represents an increase of 4.1 million euros given the global value of risks and contingencies indicated in the State Budget Report for 2025, in accordance with the report accompanying the State Budget proposal for 2026 (OE2026).

There are several reasons given in the document for the increase in the overall value of these requests, namely the compensations required by concessionaires and sub-concessionaires based on the alleged negative impacts associated with the covid-19 pandemic, totaling 158.7 million euros.

The Executive also highlights the provisional payment of 18.6 million euros within the scope of the Rotas do Algarve Litoral process, “which reduces the value of this contingency by 349.6 million euros”.

Already the railway sector presents a global amount of disputes of 198.9 million euros, 5.2 million euros below the previous document. This decrease is due to the resolution of the dispute with Fertagus, “which culminated in the signing of the financial rebalancing agreement, which resulted in the extension of the contract signed with Fertagus for another six years and six months, until March 31, 2031”.
