In the corridors and in the plenary session of the XVII Regional Congress of the Andalusian Popular Party there is an expression that is either pronounced in a low voice or, directly, replaced by some euphemism. In the Seville Conference Center there is talk of a “sufficient majority”, a “stable majority”… but hardly an absolute majority. These are expressions used, for example, by the general secretary of the PP-A, Antonio Repullo, or the mayor of Seville, José Luis Sanz, among others.
The Andalusian PP, led by Juanma Moreno, achieved in the last regional elections, those of 2022, a historic ceiling of 58 deputies in the regional Parliament, a more than absolute majority, a very absolute one, which has allowed it to enjoy a placid legislature in the chamber, approve each budget in a timely manner and carry out legislative initiatives and tax cuts.
That absolute majority to which many in the PP avoid referring explicitly is the great obsession of the party and of this congress, called to activate the electoral machinery of training for elections that will be called in a matter of months and for which the party has been preparing for years. The objective, not at all hidden, is to preserve that absolute majority, to achieve a minimum of 55 seats in the Hospital de las Cinco Llagas. Going down from that result would be a political earthquake because it would mean depending, as already happened in the first term of Juanma Moreno, on Vox, breaking his story of the “Andalusian oasis”, on stability and, above all, moderation.
To achieve this objective, the PP of Andalusia has started its conclave showing muscle. Not in vain, the PP-A has not had as much in its entire history institutional power like right now.
All the results and all the parameters are record-breaking and the fear that has settled in the party led by Moreno is that an eventual loss of the absolute majority in Parliament will put everything at risk. endangered.

In the last regional elections, the PP-A won in 567 of the 785 municipalities of the community, going from 26 parliamentarians to 58 and from 750,778 to 1,589,272 votes. In the 2023 municipal elections, it obtained 1,486,342 votes, compared to 1,052,021 in the previous call, going from 2,493 to 3,373 councilors and from 189 mayoralties to 300, governing 65% of the population Andalusian. And in the last general elections, the PP-A rose from 15 deputies to 25, from 9 senators to 21 and from 874,456 votes to 1,588,654.
With these data, the general secretary, Anronio Repullo, has stuck out his chest and highlighted that “we govern in the majority of cities” in Andalusia and has shown how the PP government translates into a better management.
That is one of the great messages that the PP-A wants to send in these three days of congress, that popular management is equal to management effectiveness. “Where we rule, lower the noise and efficiency increases.”
Repullo has contrasted this model with the one represented by the Andalusian PSOE of María Jesús Montero, of whom he has said that “she is dedicated to lie and block“.
The national deputy secretary of Autonomous and Municipal Policy and Electoral Analysis, Elías Bendodo, has also referred to “noise”, who has reviewed the corruption cases that dot the socialist government of Pedro Sánchez, from his brother, David Sánchez, to his wife, Begoña Gómez, passing through the one starring the former Secretary of Organization of the PSOE and former Minister of Transport, José Luis Ábalos.
“All of that is what makes people reject politics and we have to be where the people’s problems are,” remarked Bendodo, who emphasized that this is “what the Andalusian Government is doing.” Along these lines, he has opted for “the andalusian model be the Spanish model” because it has managed to “turn around like a sock” Andalusia.
The congress that is being held in the Andalusian capital from this Friday to Sunday wants to be a reflection of the power of the PP in Andalusia. Repullo explained how the Andalusian PP has been transformed in these four years with one goal, that of “listening” to citizens, opening up to society and responding to their needs. He has done it, he has detailed, resorting to new technologies, Big Data and a “cultural change” internal towards a party “that serves and is accountable.
