The National Association of Parishes considered this Thursday, 30th, that the State Budget for 2026 (OE2026) is the worst in the last five years and insufficient for the functioning of these authorities, reaffirming the need to review the Local Finance Law.
The National Association of Parishes (Anafre) gave a negative opinion to the OE proposal for the third consecutive year and today highlighted that the proposal for 2026 “reflects a loss of revenue for parishes”, in a hearing within the scope of the State Budget proposal for 2026.
“And why do I say it is the worst budget in the last five years? I am based on the facts. In 2023, we had an increase of 5.89% of all revenues. In 2024, we had 19.17%. In 2025 we had 13.50%. In 2026 we will have 2.5%. This is factual. This certainly reflects, and it is also the opinion of my colleagues, a loss of revenue for the parishes”, said Jorge Veloso, president of Anafre.
The mayor admitted that the proposal is close to the minimum value provided for in the Local Finance Law (LFL), but “it is a meager amount, it is very little” and insufficient for the parishes to fulfill their commitments.
He therefore reiterated the need to review this law, a process that has been requested by mayors and has been postponed in recent years, and is now postponed to 2026/2027.
Jorge Veloso also highlighted that this is the third year that Anafre has presented an unfavorable opinion and continues to maintain the same proposals that it has presented in recent years.
“Which means they didn’t listen to us,” he said.
