The end of the period of suspension of new Local Accommodation (AL) registrations in Lisbon has entered the agenda of Carlos Moedas’ opposition and concerns are increasing, DN knows. After the Bloco de Esquerda, still councilor Ricardo Moreira, followed by Mariana Mortágua, raised the possibility of a real explosion in the real estate market Given the end of the limitation on the attribution of new Local Accommodation licenses, now it was the PCP’s turn to express concern.
The party recalls that the deliberation of the Lisbon Municipal Assembly had a “term of six months” and was published on November 7, 2024. In May, it was extended by new deliberation for another six months. The PCP argues that the suspension “could only be in force for one year”, according to the decree law still approved in Luís Montenegro’s first term as prime minister.
The PCP rebels against Carlos Moedas, accusing him of having “the entire mandate to complete a review of the municipal regulations on Local Accommodation”. At the CML meeting held on September 10th, the PCP revealed that Councilor Joana Castro Almeida, now finishing her duties, explicitly made the commitment.
“We are going to find a legal solution during this mandate and I will see how this can be done, (…). I will see a solution. Here, on my part, is this commitment to finding a solution to still bring this solution to fruition. [uma] CML meeting”, reports the PCP in a note sent to newsrooms.
If nothing is done, next Monday, November 10th, the existing suspension will no longer be effective and new AL registrations may be presented in most of the city of Lisbon. The PCP, like the other opposition parties to the left of the PSD, demand “urgent presentation of the proposal for a Municipal Regulation on Local Accommodation” and the adjustment of this with the “contributions from the public discussion process” until April 15th.
For this reason, communists urge the Mayor to hold an “extraordinary meeting of the CML and another of the Municipal Assembly with the aim of approving this regulation.”
Mentioning that, in case the measure is not reviewed, Moedas favors “individuals” and not “the collective interest”, the PCP had Alexandra Leitão and the Viver Lisboa coalition as allies. The socialist defended the ban on new local accommodation in residential buildings and the reinforcement of containment zones.
In 2023, 2024 and 2025, the PS, with the team of councilors still finishing their duties today, approved hotel constructions via abstention in the Chamber.
Carlos Moedas, in his electoral program, was not strict regarding local accommodation and it is known that the Liberal Initiative is not in favor of proposals that castrate the autonomous development of the economy. From what DN was able to learn, the Lisbon mayor re-elected on October 12th is preparing a resolution to the problem and does not intend for the moratorium to fall and there is no impediment to licenses.
The Executive, DN knows, should take office next week, now that it is known that Chega maintains two councilors and that there is no desire on the part of the CDU to appeal to other bodies.
